Subject: [ALERT] Cut Congressional Pay Raises (fwd)

ISSUE: Do you think Congress deserves *another* pay
raise? Or should we perhaps repeal their last one, and
stop automatic pay raises in the future?
Congressman Jeff Miller (R-FL) has introduced a bill
to cut congressional pay by 3.1%. The legislation is
in response to President Bush's decision earlier this
year to freeze part of the pay raise for federal
employees.
"How can we face our constituents when we allow
ourselves to impose this pay increase?" Miller said.
"Americans everywhere are doing their part to help
win the war on terror. Congress must do the same and
refuse the 3.1 percent increase set for next year."
Miller's legislation will roll back this year's pay
increase for all Members of Congress. Miller was also
part of an attempt last year to block the automatic
pay increase for Members of Congress.
ACTION ITEM: Not surprisingly, this proposal only has
24 co-sponsors right now. The problem is, Congressmen
aren't hearing any kind of unified outcry regarding
their automatic pay increases, so they think they can
get away with it year after year. They don't even
have to vote themselves more money anymore!

ISSUE: As you've probably heard, Miguel Estrada has
withdrawn his name from the judicial nomination process,
after months of brutal attacks and unconstitutional
stalling tactics by liberal Democrat Senators.
It's time to say, "NO MORE."
It's time for President Bush to take action on
appointing his nominees to federal courts. As Gregory Page
noted in the Washington Times (washtimes.com), "Democratic
Sens. Tom Daschle of South Dakota, Charles Schumer of New
York and Patrick Leahy of Vermont and others are blocking
by filibuster the judicial nominations of Miguel Estrada,
Judge Priscilla Owen and any other nominee that their
political minority does not deem acceptably 'moderate.'
Their definition of political moderation, policed by
filibuster, is necessarily the same thing as the imposed
political views of a 41-member Senate minority that sustains
any successful filibuster."
The Democratically-hamstrung Senate's refusal to confirm
enough qualified judges has harmed the judiciary. There
are 50 federal judgeships for which there is no sitting or
confirmed federal judge. The Administrative Office of the
U.S. Courts has determined that approximately 54 percent
of these vacant judgeships represent a "judicial emergency."
For the appellate courts, a "judicial emergency" means
there are either more than 600 cases for each judge or
appellate panel or between 438 and 600 cases assigned to
a given judge or panel for which vacancies have existed
more than 18 months.
What White House Counsel Alberto Gonzalez now refers to
as a judicial "vacancy crisis" has become so severe that
President Bush needs to use his presidential power quickly
to do something about it. To solve this crisis the
president should invoke a constitutional power that Senate
minorities cannot dominate: his power under Article II,
Section 2 to fill as necessary all judicial vacancies during
a Senate recess. "President Bush must use this power
decisively to appoint... all other nominees blocked by the
Senate minority merely because it disagrees with the
president's political philosophy," stated Page.
Will the president's opponents on the loony left criticize
him? Of course, but he can easily win the political battle
by simply saying he'll be happy to not use this power again
if the Daschle Democrats also agree to not obstruct the
entire Senate from voting on all judicial nominees within
three months of their approval by the Judiciary Committee.
If the Senate minority refuses to allow voting by the full
Senate, then most of the country will easily conclude that
these radical liberals are waging a partisan war against
an independent judiciary.
There is virtually no legal risk to this strategy, either.
The plain words of Article II, Section 2 of the Constitution
empower the president during a "Recess of the Senate" to
"fill up" all pending vacancies.
No risk, nothing but benefits -- but you can be sure
President Bush won't use these powers unless he hears from
tens of thousands of Americans like YOU, urging him to take
action NOW.
ACTION ITEM: The Daschle Democrats have created this
judicial emergency... but President Bush has the opportunity
to solve this crisis quickly, by making "recess appointments".
He's done it before when Americans rose up and urged him to
do so; he can do it again.
So as you can see, under the Constitution, the president
ALREADY has the right to make temporary appointments --
bypassing the usual confirmation proceedings, which have
been stalled by liberals like Tom Daschle -- if he acts
during the recess of the Senate.
And the Senate is leaving town the week after next, for their
year-end recess.
Making recess appointments would be an appropriate challenge
to the liberals like Daschle, Leahy and Kennedy who
unconstitutionally control the Senate -- and President Bush

ISSUE: ISSUE: According to a new article by Hans Zeiger, a
former Eagle Scout and now president of the Scout Honor
Coalition (scoutoath.tripod.com), "'A Scout is
trustworthy.' But the City of Philadelphia isn't
keeping a 75-year old promise to the Boy Scouts."
In 1928, the Philadelphia City Council took note of the
good turns that the Boy Scouts were doing throughout the
city. The city council voted in favor of allowing the
Cradle of Liberty Boy Scout Council to utilize a half-
acre plot of public land at 22nd and Winter Streets "in
perpetuity." By 1929, construction of the Boy Scout
Resource Center was complete.
Today, three quarters of a century years later,
Philadelphia's Cradle of Liberty Boy Scout Council is
being told that it will be KICKED OUT of the historic
headquarters because of the Boy Scouts' policy excluding
homosexuals and atheists from positions of leadership
and membership.
Last week, the Philadelphia mayor's Chief of Staff,
Joyce Wilkerson, informed the Boy Scouts of a policy
opinion by City Solicitor Nelson Diaz. Diaz decided that
the city's non-discrimination policies are in direct
conflict with the Boy Scouts' rent-free land use. The
city will give the Scouts one year to leave the land or
compromise on moral virtue and retain use of the
headquarters.
The City of Philadelphia is doing government as usual,
breaking promises and neglecting the importance of
traditional values. Non-discrimination codes, like the
one being applied in Philadelphia, have exacted a great
cost from the civic virtue of our cities. Government
should be neutral on many issues, but government should
never be value neutral.
No one should be forced to be trustworthy, loyal,
helpful, friendly, courteous, kind, obedient, cheerful,
thrifty, brave, clean, and reverent. But the City of
Philadelphia should have the instinctive desire to say
that it encourages and endorses those things. America
should never have come so near to the point of
dismantling the statue of a Boy Scout in front of the
Philadelphia BSA Headquarters instead of exalting it
high on the pedestal of civic and community respectability.
Of course, Philadelphia is not the only government body
that has supported the cause of young men doing a good
turn daily, being prepared, and staying physically
strong, mentally awake, and morally straight. School
districts allow Scout troops to meet in school buildings
without charge. Cities develop partnerships with Eagle
Scout candidates to assist with community service projects.
Counties contract out to Boy Scout councils so they can
provide after-school programs to inner city youth. And
Congress first gave a charter to the Boy Scouts of America
in 1916.
Americans nationwide need to take action to support these
local Scouts that have come under fire.
ACTION ITEM: No one would dare to challenge the chartered
relationship that exclusive veterans groups like Jewish
War Veterans and Catholic War Veterans have with the
federal government. And no one should suggest that the
moral standards of the Boy Scouts of America are less
than honorable. Few institutions in society place greater
emphasis on honor than the Boy Scouts of America.
The city has some business with honor too -- it needs to
honor an old commitment. If they don't, they will end a
vital relationship with an organization that has
contributed so much to Philadelphia's quality of life.
