And, invariably, what Americans are told=20 they =93think about it=94 is favorable to the White House=20 gang=92s point of view. One sorry fact is that the national media is=20 acting as the propaganda machine for the overactive White=20 House disinformation committee. Twice a day, the White=20 House faxes their talking points around the country. =20 That=92s why it is no coincidence that all Clinton defenders=20 use exactly the same words every day -- words that sound=20 surprisingly like Ann Lewis is talking, because she=20 usually writes them. And who the hell is paying Lanny Davis to be=20 on nearly every news program almost every evening? =20 Surely, he cannot be making a public ass of himself so=20 often without very good compensation. Davis is getting to=20 be as difficult to believe as Ginsburg was. Anytime a member of the national media cadre=20 strikes out on their own and appears to acquire a little=20 scandal nugget from a =93leak,=94 we soon find that the=20 published leak was little more than a nugget of fool=92s=20 gold, intentionally planted by the administration. Yet,=20 the media never bother to correct their misinformation. Clearly, in this Clinton scandals matter, the=20 national press corps is either intentionally negligent or=20 totally duped. They fill the newscasts with stories of=20 the Valley tart, yet seldom report anything of the=20 important scandals. The story, the real scandals, the impeachable=20 offenses, includes those FBI files illegally obtained by=20 the White House, and the strong possibility that the=20 information in those files is being used to influence=20 select Members of Congress. More specifically, the=20 impeachable scandal is the White House=92s relationship=20 with China -- both the crimes concerning illegal campaign=20 funds and money laundering, and the reason behind=20 supplying China with so much of our top-secret military=20 technology. Another real scandal in Washington is why=20 nothing is being said about those six Senators and dozen=20 or so Representatives who are deeply involved in all of=20 the corruption with China. For instance, there has not=20 yet been one peep about Senator Christopher Dodd who, as=20 chairman of the Democratic National Committee, was=20 directly responsible for the illegal campaign fund money=20 laundering from all sources. On the other hand, it is probably because so=20 many Members of Congress are involved in the China and=20 campaign fund money laundering scandals that nothing will=20 be done. Janet Reno refuses to appoint a special counsel. =20 She has also refused to allow anyone, including Congress,=20 to see the report from Charles G. La Bella, who headed the=20 attorney general=92s campaign financing task force. That=92s=20 probably because, as rumor has it, there is enough=20 evidence to convict both Clinton and Gore. Then there=92s Hillary. With the morals of=20 Catherine the Great, the disposition of Marie Antoinette=20 and a mouth that sounds like she was raised in a=20 longshoremen=92s bar, Hillary moved right in the White House=20 and occupied herself affecting the course of government. =20 Hillary was not elected or appointed to any post in=20 government, yet she continues to interfere with government=20 operation. Surely, Hillary must have committed many=20 violations of law, but nothing gets reported by the press. (See, =93No Co-President Wanted=94 in issue #72) Reports are that at least two Congressional=20 committees are investigating the illegal transfer of high- tech military secrets to China. Yet, we hear nothing of=20 the investigation. Will this information also go the way=20 of the Chinese campaign fund money laundering unearthed=20 by the Thompson Committee, and be permanently sealed=20 from the eyes of the American public under that overused=20 guise of =93national security=94? Probably. That=92s how they=20 hide most government wrongdoing. Other solid rumors have it that Independent=20 Counsel Kenneth Starr=92s impeachment report to Congress is=20 topping 300 pages already. More interesting, only about 5%=20 of the report is said to concern the Lewinsky affair. Pay=20 back is a bitch, and Starr owes that loathsome White House=20 crew a lot for all the aggravation they have been giving=20 him. Apparently, the day of reckoning is rather near. Then comes another problem: Will we taxpayers=20 get to see that impeachment report, or will that too be=20 hidden under the carpet of national security? And, will=20 Congress even bother to take action? There is some=20 speculation about the intent of Congress. They obviously=20 do not want to act. =93If the American people don't want impeachment=20 to take place, I don't think impeachment will take place,=94=20 Rep. Charles Canady (R-Fla.), a member of the House=20 Judiciary Committee, told Knight-Ridder News Service=20 Thursday. =93That's the way a representative democracy=20 works.=94 No it=92s not. Whatever happened to honor,=20 duty and the rule of law? Again, it=92s back to those media polls. Many=20 members of Congress say they have no plans to act as long=20 as Clinton is high in the polls. No matter, apparently,=20 that Clinton and others are felons. If the poll ratings=20 are high, no action will be forthcoming. And Clinton=92s=20 sycophants in the media control most of the polls. MAKE GOVERNMENT DO IT FIRST Whatever happened to that ruling by Newt=20 and the =93Republican revolution=94 that government employees=20 would be required to follow all laws, rules and regulations=20 to the letter? Apparently, as can be expected, the federal=20 bureaucracy didn=92t want any part of that deal -- the=20 feeling being that laws, rules and regulations are to be=20 directed at the serf-citizens, not the controlling=20 government elite. Perhaps it is time that we serf-citizens=20 demand that all government programs (and harebrained=20 schemes) be instituted for all government departments,=20 agencies, officials, bureaucrats and employees before they=20 are inflicted on the American public. For instance, they complain about the drain=20 on the non-existent Social Security fund (they spent all=20 the money). Well, government employees do not pay Social=20 Security. They have another, much better, retirement=20 system. However, those in government who worked at one=20 time or another in the real world will also receive Social=20 Security when they retire. What kind of deal is this? =20 All government workers should contribute to Social=20 Security just like real people. Government has a medical insurance program=20 called Medicare. Government workers, however, have a=20 much better medical insurance program. Under Medicare,=20 recipients may not supplement medical coverage with their=20 own funds. Government employees can not only choose=20 between health insurance programs, they can also do as=20 they please with their own money. In other words, public servants get the=20 freedom, senior citizens get the restrictions. If that is=20 not an =93elite=94 arrangement, we don=92t know what could be=20 classified as such. All government employees -- elected officials,=20 bureaucrats and workers alike -- should be covered under=20 Medicare, and be forced to obey the same stupid rules and=20 regulations they inflicted on American senior citizens. =20 No more should public servants have better health care=20 than the people they serve -- their masters. The Environmental Protection Agency,=20 prompted by Al Gore, imposes strict rules and regulations=20 on industry and the American public. Yet, they feel free=20 to tool around in large limousines and jet aircraft, often=20 with only one or two passengers. All officials of all=20 departments of government should be relegated to flying=20 commercial and driving the most environmentally friendly=20 transportation available: such as electric vehicles. And=20 what=92s this deal with EPA and other agencies cutting grass=20 on hot, smoggy Washington afternoons? Can=92t these jerks=20 follow their own stupid rules? All government vehicles should be totally=20 environmentally friendly. That includes those military=20 vehicles, most of which have no emissions control=20 equipment. At the very least, they should keep military=20 vehicles away from civilian areas until they are compliant. =20 No federal vehicles ever have emissions inspections, yet=20 most are located in urban areas where bureaucrats insist=20 civilian vehicles be regularly checked. The federal=20 government has become a bad neighbor, a major source of=20 air pollution. This must not be allowed to continue. The complete fleet of federal vehicles should=20 be the most environmentally friendly available. Electric=20 vehicles, preferably. Let government agents become the=20 laboratory to test the new technology. If they call for=20 downsized and underpowered vehicles, let all federal=20 departments show leadership by putting the first few=20 millions miles on them. It should be =93show us how they=20 work, or shut up!=94 Government wants specialized ID cards and a=20 tracking system for all Americans. Fine. They should=20 first set up a specialized ID card and tracking system for=20 every government employee. And, put it on the Internet=20 so American citizens can see where their federal employees=20 are and what they are doing 24 hours a day. Let=92s insist=20 that government try that out for a few years. Then, maybe=20 we=92ll want such a system for us, too. But first, they must=20 do it. Add your own favorite government program=20 here. Whatever it is, chances are good that if it is=20 imposed on the American public, most federal departments=20 and agencies get a pass and will not participate. That=20 practice must end. It=92s time we turn the tables on this obtuse,=20 obnoxious, ever-extending beast we call the federal=20 government. We must reaffirm our rightful position as=20 masters and return them to their place as our servants. =20 As is our right, we can impose these programs on federal=20 officials, bureaucrats and employees. Under the=20 restraints set down in the Constitution, however, the=20 federal government has no authority to impose any of=20 them on us. That they do so is partly our fault. We have=20 been negligent masters. We allowed that huge hand of=20 government to overextend an inch at a time. Now it is=20 everywhere, controlling everything, and has grown much too=20 large for a simple rap on the knuckles. Only a loud=20 unified command, a stern order, shouted in unison by=20 Americans from coast to coast, can scare that=20 overextending hand of big government into retracting. Is the future freedom of your children and=20 grandchildren worth the effort of enforcing our=20 Constitution? If so, speak up. STOP THE PERPETRATOR NOW Here in our corner of Appalachia, we have=20 some rather interesting self-defense laws. We have a new=20 concealed weapons carry law now. But, unlike other=20 States, this law includes guns, knives, swords,=20 switchblades, and what have you. And, for those who just=20 want to strap on the old revolver, and don=92t care who sees=20 it, no permission of any kind is necessary. The actual self-defense part of it gets a=20 little trickier, though. If an intruder enters your=20 dwelling unannounced, you may shoot them. But, only after=20 they are all the way inside. Also, as is usually the case, if some bad guy=20 points a gun at a law abiding citizen, that citizen may=20 shoot the perpetrator. That action is clearly self=20 defense. The question of the moment, then, is would=20 you do business -- normal everyday type commercial=20 business -- with someone who continuously points a gun at=20 you? OK then, how about if it=92s a really, really big gun,=20 and it=92s not exactly pointed at you personally, but at=20 your whole neighborhood in particular. Does that make it=20 easier to do business with them? Probably not, most=20 people would answer. However, that=92s the problem we have. In this=20 case, the really big =93gun=94 is a nuclear warhead sitting on=20 top of a very large rocket. There are already twelve of=20 them pointed at American neighborhoods, and soon there=20 are to be eighteen. As said above, in most parts of the world,=20 when someone points a gun at you, that is justifiable=20 cause to shoot them. Should governments be different? =20 Just because the perpetrator, in this case China, can make=20 crispy critters of us a few million at a time does not=20 seem to change these parameters. Yet, we buy their products. Congress just=20 voted China Most Favored Nation trade status again. And,=20 we are running at least a $45-billion trade deficit with=20 China annually. So, it was with great interest that we read the=20 July 27 Associated Press report from Beijing which began: =20 =93China hinted on Monday that the United States was a=20 potential threat to its security, issuing its first public=20 defense policy review in three years.=94 The commie dictators were taking spin=20 lessons from the White House gang, it seems. They point=20 the nukes at us, then say that we are a security threat to=20 them. Clinton has been using that type of logic=20 successfully for at least six years. The American people=20 haven=92t noticed because the craven national press corps=20 backs up Clinton. But the Chinese noticed the propaganda=20 technique. The commie dictator euphemism for the=20 United States position, and our relationship with Japan,=20 is now =93hegemonism=94 (The predominant influence of one=20 state over others). =93Hegemonism and power politics remain=20 the main source of threats to world peace and stability,=94=20 the Chinese communist dictators said. =93Some countries,=20 by relying on their military advantages, pose military=20 threats to other countries, even resorting to armed=20 intervention.=94 They ramped things up another notch by=20 calling the U.S.-Japan security treaty =93an infringement=20 upon and interference in China=92s sovereignty.=94 And,=20 probably looking for eventual control over our oil supply=20 route, the Chinese dictators also established military and=20 political association with countries such as Bangladesh,=20 Sri Lanka, Myanmar, Nepal, Bhutan, Iran, Saudi Arabia and=20 Pakistan. Communist China also renewed its threat=20 to retake Taiwan, by force if necessary, and then=20 criticized nuclear tests by India and Pakistan. =20 Apparently, the Chinese dictators do not want any nearby=20 country to have self defense capabilities. Again, the proper response to someone pointing=20 a gun at you is, if at all possible, to shoot them. China=20 is arming itself as fast as possible. We are already in=20 their ICBM sights. We can stop their mischief now, or we=20 can go to war with their well-equipped military later. =20 Quick and easy, or long and hard. Either way, it appears=20 that the United States is going to be forced to take=20 action. AMERICAN SOVEREIGNTY An address by Rep. Traficant (D-OH) to the=20 House of Representatives on July 22, 1998 =93Mr. Speaker, the World Bank makes loans=20 to communists with American dollars. The World Trade=20 Organization regularly rips us off. The United Nations=20 sends American troops into war. That is right. We are=20 not sending the Peace Corps here, folks. =93If that is not enough to compromise your=20 Viagra, the United Nations has created a world court with=20 universal authority and jurisdiction. If there=20 were, public officials would not violate the oath they=20 swore before God and man to protect and defend (and, one=20 would think, to obey) our Constitution. The =93truth=94 expressed by the federal=20 government usually consists of only those =93facts=94=20 supporting the expediency of the citizen control plan at=20 hand, and seldom has any real connection with the actual=20 needs and will of the American people. It is, therefore, very uncommon for a federal=20 government employee to go against the bureaucratic flow,=20 no matter how obnoxious to individual freedom the proposed=20 government action may be. To do so could cause severe=20 repercussions for any prospective =93whistle-blower.=94 And=20 when the wrongdoers include members in the highest levels=20 of government, whistle blowing can even become down right=20 dangerous. So it was for Linda Tripp. In his Creators=20 Syndicate piece next Monday, Tony Snow is to reveal that=20 senior presidential adviser Bruce Lindsey told Linda Tripp=20 she would be =93destroyed=94 if she went public with anything=20 she had seen. It should be remembered that Tripp was the=20 last person in the White House to see Vincent Foster alive. =20 She has first hand knowledge of the Kathleen Willey story. =20 Some say that Tripp saw the illegally obtained FBI=20 background check file information being entered into the=20 White House computer database. And, she probably has a=20 great deal of information on other White House personnel=20 wrongdoing. Truly, it takes a great deal of honor,=20 integrity and valor to speak out when one knows very well=20 that the full force of the executive branch of the federal=20 government may be used in retaliation. This has been a lengthy process and,=20 as I'm sure you can imagine, a very difficult one. While I am relieved that the testimony has=20 come to an end, I am glad to have fulfilled my legal=20 obligation to the grand jury by testifying truthfully and=20 completely. I hope -- I sincerely hope -- that all remaining=20 witnesses will do the same. I am encouraged that it appears from press=20 reports that Monica (Lewinsky) has decided to cooperate=20 with the independent counsel. The facts will show that=20 time after time, I urged her to tell the truth right up=20 until the end. I understand that there has been a great deal=20 of speculation about just who I am and how I got here. =20 Well, the answer is simple. I=92m you. I=92m just like you. =20 I=92m an average American who found herself in a situation=20 not of her own making. I'm a suburban mom, who was a military=20 wife for 20 years, and a faithful government employee for=20 18 years. I never, ever asked to be placed in this=20 position. Because I am just like you, I ask you to=20 imagine how you would feel if someone you thought was a=20 friend urged you to commit a felony that could jeopardize=20 your job, potentially put you in jail and endanger the=20 well-being of your children. Imagine how you would feel if your boss=92=20 attorney called you a liar in front of the whole country. =20 And imagine if that boss was the president of the United=20 States. Imagine how you would feel if your employer=20 illegally released your confidential records to the media,=20 then demoted you and cast you aside for daring to tell the=20 truth. Imagine how it would feel to see the pain=20 in your children=92s eyes when they hear a seemingly endless=20 barrage of lies about their mother, a mother who is not=20 going out to defend herself. As a result of simply trying to earn a living,=20 I became aware between 1993 and 1997 of actions by high=20 government officials that may have been against the law. For that period of nearly five years, the=20 things I witnessed concerning several different subjects=20 made me increasingly fearful that this information was=20 dangerous, very dangerous, to possess. On Jan. 12, 1998, the day I approached the=20 Office of the Independent Counsel, I decided that fear=20 would no longer be my master. This investigation has=20 never been, quote, =91just about sex.=92 It has been about=20 telling the truth. The truth matters. For example, it matters that you know now=20 that I have testified to the fact that I had nothing, let=20 me repeat, nothing to do with preparing the so-called=20 talking points. Allegations to the effect that I=20 contributed to or assisted in any way with the creation=20 of the talking points are as illogical as they are=20 patently false. I have been vilified for taking the path=20 of truth. I've been maligned by people who have chosen=20 not to tell the truth, and who know that they are not=20 telling the truth. That=92s a pretty frightening thing. To=20 cast me in the role of the villain, they have enlisted=20 legions of paid prevaricators, not surprisingly, many in=20 the entertainment industry have chosen to ridicule me as=20 well. Going so far as to even make fun of my appearance=20 in a manner so mean and so cruel that I pray none of you=20 is ever subjected to it. Despite all of that, I bear no malice toward=20 anyone in this case. I have never had any political=20 agenda. I still don't. I have been honored to serve=20 presidents in both parties. I want to say a word about the people who've=20 supported me throughout this ordeal. I don't believe=20 they're Washington insiders. I don't think that they're=20 the politically connected. But they have made a=20 noticeable effort to have their voice heard and to support=20 me and my family. It has meant a great deal to us. So=20 for all of that, I thank each and every one of them. Treaties, at least under the U.S. Constitution have the same legal footing as the Constitution itself, and force of Law. The purpose of disarmament is violence control for social good. To prevent local Wars, insurrections, and genocide like in Bosnia, Somalia, Cambodia. A disarmed world will lead to a happy, safer world. And social bureaucrats will be able to lift poverty peoples up without fear of personal violence. The use of miniscule gun related crime statistics in a country does not justify the force, momentum and dollars expended on the issue. There are diseases and other social problems much more destructive that are ignored. So there must be some other purpose promoting firearms control. When all firearms are removed and only the military and police remain armed, International government can implement programs to promote love and respect among world citizens of the former independent Nations. And equalize produce among citizens. National boundaries are expected to disappear sometime in the not distant future. There will be no more Canada, U.S., Mexico. Instead, proposed to replace them are Administrative Regions and Districts, under Global Government political guidance. All National Constitutions and Charters will be absorbed into the United Nations governing documents. Political theories such as Communism and Capitalism will be replaced with social action and infrastructure development. But gun control/disarmament must be a foundation stone of the New World Order. Whole populations should be moved from unproductive areas of Africa, Asia, Mexico, etc to fill the massive empty unproductive spaces of North America. Here, the children and grandchildren of presently starving poor will be given assistance in farming and self-sufficient work. Disarmament of world citizens is essential to prevent insurrection and "nationalist" violence when groups of unelightened people in the former "Nations" begin to fight against International Government to protect what was formerly deemed Canadian, American, Australian, etc National Rights and heritage. Arguments for and against gun control, and population disarmament should include acknowledgment of the larger than National boundary issues. Control may be necessary for a World Government to be able to rule without parochial uprisings draining International Resources and resulting in the deaths of thousands of men, women and children as the process of globalization quickens. To argue gun control and disarmament with elected representatives is useless. The Elected and the Electors are both being herded into and under Global Govenment by the phantom force of social evolution. This Evolution dictates that resistence is a futile exercise to preserve archaic National boundaries. In order to discuss gun control and citizen disarmament properly, the arguers need to be constantly aware of the movement's source and strength. Discussion needs to include the damage done to children in Bosnia, Somalia and other places as a result of weaponry in the hands of "National" people's armies and guerilla fighters. Not just the very few children, and others, killed by use of firearms in North America. Disarmament is not a Canadian, Australian, British, etc issue. It is an international government agenda item with the force of World commonweal behind it. Favish" Subject: NYO: Philip Weiss: Commander Donaldson Wins Converts to His Flight 800 Missile Theory Commander Donaldson Wins Converts to His Flight 800 Missile Theory by Philip Weiss This column ran on page 1 in the 8/3/98 edition of The New York Observer.=20 The Army and Navy Club on Farragut Square in Washington, D.C., is the sort of place I would have spat on or screamed myself hoarse in front of back when I was marching in the George McGovern battalion, but on July 20 the radicals were meeting inside, and I satisfied myself with flouting the coat-and-tie dress code as I made my way past the oil of Eisenhower to the upstairs ballroom.=20 The hall was swarming with old brass. Two admirals, a brigadier general, retired captains and majors. Hard to tell some of these upright old coots from the paintings on the wall! Then a bull-like man in his 50=92s, wearing a rustic-looking blue suit, bright red suspenders and a tie with a fighter plane pin, grabbed the podium with big rough hands.=20 "This will be a military-style briefing. I would appreciate during the formal part of this that if you have questions jot them down," Bill Donaldson said, and then spoke for almost three hours in a surprisingly musical voice.=20 Commander Donaldson is not someone you want to tangle with. As an attack pilot, he flew 86 combat missions over Vietnam and Laos. Later he conducted numerous crash investigations before retiring to an apple farm on the Chesapeake Bay. Then 15 months ago, he read statements by National Transportation Safety Board chairman James E. Hall that he felt misrepresented the properties of jet fuel on Trans World Airlines Flight 800 and so he walked away from his trees in the belief that his oath to defend the Constitution required him to do so. Soon he had rigged a crab pot with fuel and a thermometer and kept upping the temperature in an effort to blow it up in his backyard.=20 The aggressive aviator has become the leading proponent of the contention that a large antiaircraft missile brought the plane down on July 17, 1996, and he has created his own investigative committee to prove it.=20 Apart from the cheap plastic model of the plane Mr. Donaldson holds up with a snapping turtle claw glued to the tail to indicate the position of a telltale piece of shrapnel, his presentation seems quasi-official. Indeed, it includes Government photographs and diagrams that have been leaked to him by dissidents inside the investigation and testimony from the former T.W.A. pilot who was engineer on the plane on its last successful flight, and says the Government has misrepresented the amount of fuel he left in the center tank.=20 When Mr. Donaldson had finished in Washington, Vernon L. Grose, a former member of the National Transportation Safety Board under the Reagan Administration, rose in the audience. "I want to say, this is eye-opening to me." During hundreds of press interviews, Mr. Grose has supported the N.T.S.B. position that the plane came apart after an accidental explosion of the center wing tank. But the "validity" of Mr. Donaldson=92s evidence requires that the investigation be reopened.=20 Leaving the hall later, Mr. Grose said it is possible that the N.T.S.B. has been politicized, he saw it happen once before. Therefore he finds plausible Mr. Donaldson=92s assertion that there has been a coverup in the case, which the commander says grew out of the fact that the plane exploded days before the Olympics were to begin in Atlanta and three months before the Presidential election.=20 The most striking evidence in Mr. Donaldson=92s case is the flight data recorder analysis and the eyewitnesses he summons.=20 When the N.T.S.B. released the flight data recorder information late last year in a mountain of papers, it drew a line through the penultimate line, at 8:31 and 12 seconds. Mr. Donaldson read the line, anyway, and called it a smoking cannon in the case. Subsequently, the N.T.S.B. published the data on-line, and=97amazingly=97simply removed this line.=20 Mr. Donaldson makes a hugely compelling point about the black-box data: "We spend millions of dollars on this system, and we do it for one reason, to capture these last lines."=20 So what does the "black box" say? Assisted by a soft-spoken retired T.W.A.= =20 pilot and crash investigator named Howard T. Mann, Mr. Donaldson says that the last lines show that T.W.A. Flight 800 was moving along fine when a massive pressure wave like a locomotive in the sky struck it and virtually flipped it. This is just the sort of wave that is created by a proximity missile, which is designed to fly alongside its target and detonate a warhead whose shock waves whiplash the target.=20 At 8:31 and 12 seconds, the data go crazy. The altimeter reading drops, over one second, from 13,772 feet to 10,127 feet. The plane could not actually have fallen so fast, of course. Mr. Donaldson says that the altimeter is a diaphragm sensitive to air pressure, and thus registered a blast. A center wing tank explosion of the sort the N.T.S.B. has said crippled the flight is, by contrast, a low-pressure event. By Mr. Donaldson=92s calculations, such an explosion would have made the altimeter drop 13 feet.=20 Also according to the data, the plane pitched upward, from 3.6 to 8.3 degrees, switched from an easterly direction to nearly south (82 to 163 degrees), and snap-rolled on its right wing (0 to 144 degrees)=97all within one second. These numbers are indications of a tremendous blast, Mr.=20 Donaldson says 60 G=92s. In an instant, it displaced the typical passenger 17 feet to the right and 12 feet up. He says this conclusion is borne out by statements the Suffolk County medical examiner made to him and a congressional investigator: The cause of death for almost all 230 aboard was snapped necks. (The examiner, Dr. Charles V. Wetli, declined to comment.)=20 The Government has said it threw out the black-box numbers because in a close technical reading, they proved to be junk.=20 "What we=92ve crossed out is information that is not relevant to T.W.A. 800," said Paul Schlamm, an N.T.S.B. spokesman. "Some of it is related to an earlier flight. But the whole thing has to be very carefully synchronized. It requires some very specific skills and experience."=20 But Howard Mann said he possesses that expertise. "If you work on an accident investigation, you don=92t try to make strange things normal," he said. "The first thing you look at is what=92s out of line. I don=92t understand why the N.T.S.B. didn=92t look at those figures and say, We really need to figure out what happened here."=20 Just days before the Washington press conference, Mr. Donaldson drew a missile of his own. Representative James Traficant Jr., Democrat of Ohio, released a report supporting the N.T.S.B. that said, "I am greatly disturbed by the vast number of conspiracy theories that continue to proliferate on the Internet and other media."=20 Aide Paul Marcone, who prepared the report, told me: "I went in as a skeptic. I was trying desperately to punch holes in their [the N.T.S.B.=92s= ] breakup scenario."=20 But after hours with N.T.S.B. investigators, he accepted their explanation that the flight data were inaccurate. In the end for Mr. Marcone (and the same is true of other laymen), it was a matter of faith in someone else=92s technical expertise: the Government=92s. "If these folks were lying, then hundreds of people would have to be involved in a cover-up," he said.=20 Mr. Marcone worked closely with Mr. Donaldson. Now he assails him. He says Mr. Donaldson=92s theory has changed, from one missile to two; that he has damaged his credibility by taking support from Accuracy In Media, a conservative group; and that he is too belligerent, an opinion shared by former N.T.S.B. member Mr. Grose, who called Mr. Donaldson=92s style, which includes regular interpolations of "BS"=97too "inflammatory" for a crash investigator.=20 Mr. Donaldson offers no excuses.=20 "I=92m an attack pilot, that=92s the way I grew up. My first letter to Jim Hall I asked him to resign. I still think he should resign." Did his story change? "Any crash investigator who doesn=92t change his story is a fool because it would mean that he knows what happened at the start. An investigation is a stream of information that eventually gets collated into the most probable scenario." And as for AIM: "That=92s a pretty good mantra for the Washington press corps, isn=92t it. Am I sorry that I hooked up with AIM? The answer is No. [AIM chairman] Reed Irvine is like a bulldog. You couldn=92t ask for better support."=20 I believe Mr. Donaldson over the N.T.S.B. in large part because, as I reported after interviews in Center Moriches, L.I., last year, there were hundreds of eyewitnesses to the crash, yet the Government has simply drawn a line through their views, saying they=92re junk.=20 At the session in Washington, Mr. Donaldson was joined by the chairman of an engineering firm who was sailing his boat on the ocean a few miles from where the plane went down and saw something like "a tracer bullet" rise from the sea. Also there was Fritz Meyer, a former Navy flier in Vietnam who was initially one of the Government=92s star witnesses in the crash. As the pilot of an Air National Guard helicopter, he saw the explosion of T.W.A. 800 from the air and was the first on the scene, tilting his craft so that the rotors would stir the bodies in the sea below and he could determine whether there were any survivors. Mr. Meyer says he flew in combat enough to know what initiated the explosion: a burst of military "ordnance" that turned the plane into a fireball.=20 But the N.T.S.B. hearings on the crash last year specifically excluded these eyewitnesses. When the Government fed the media a C.I.A. animation of the plane=92s breakup, which showed T.W.A. 800 climbing several thousand feet after it was hit=97a climb that was said to explain the reports of something rising like a Roman candle or an alert flare=97no one reported that the agency prepared the cartoon without talking to any eyewitnesses. The witnesses I talked to scoffed at that video.=20 "Personally, it was an insult to me," Richard Goss, a cabinetmaker who was on the beach in Westhampton that night, said at the Army and Navy Club. "It was very disheartening to be shown and told about something that you=92ve seen, and told that you didn=92t see it. And then to have it animated=97"=20 The most thorough reporting of these eyewitnesses has taken place recently in Dan=92s Papers, a weekly giveaway published in Bridgehampton that didn= =92t have enough money to send its reporter to Washington. Witnesses call reporter Jerry Cimisi to thank him for getting the story out.=20 "They say, people treat us like we=92re crazy, so you don=92t want to get involved," Mr. Cimisi said. Who=92s made them feel crazy? Why, the mainstream press, which has bought the Government line without challenge. The main dissenting voices have been The Press-Enterprise (of Riverside, Calif.) and the Village Voice (in a fine cover story of July 15 by Robert Davey).=20 The indifference to charges as serious and well substantiated as Mr.=20 Donaldson=92s is in my view Exhibit A of our corporate press culture.=20 Overeducated peaceniks like me now run the press and the Government, and many of us have the stock options to prove it. The highest credential of this meritocratic elite is the Rhodes Scholarship and meanwhile we have eliminated what had been a requirement of the last order: military service.=20 In the last generation, the military shaped Presidents, Congressmen and writers, too. (Think of Norman Mailer, Philip Roth and Charlie Peters, all Army.) These days, we have an all-volunteer military and the veterans in Congress are dying out. To the meritocracy, the two retired admirals and brigadier general who endorsed Mr. Donaldson=92s report on July 20 are as consequential as scallop fishermen and contractors along the barrier islands who saw a projectile that night. Who cares about them?=20 You don=92t have to remind me what=92s wrong with the military. When I was = a kid, Seymour Hersh visited The Harvard Crimson to tell us about running out his credit cards to nail the My Lai massacre story. What an inspiration he was! But if blunt Bill Donaldson with his oath to the Constitution and his dying orchard brings to mind Cincinnatus walking away from his plow to help his nation, it=92s because years of battle have given him something they don=92t issue in the Ivy League: a bullshit detector.=20 __________ Regards, Allan J.
