I was -- when my federal employee wife told me a couple of weeks ago that the federal employee newsletter had included a warning of just such a possibility. Remember 1995? The federal government shutdown resulting from a showdown over the budget? Remember how the Democrats and the unions (and, naturally, Big Media) placed the blame for the shutdown on the Republican Congress? And remember how it came out afterward that the Democrats and the unions had conspired to bring the shutdown about for political purposes? Odd, isn't it, that the 1998 "coming government shutdown" should be announced first in the federal employees' newsletter, and that it should reach Big Media's radar screen at a Democrat press conference? Odd, that is, when Congress not been pursuing any kind of major budget showdown? Not in the least, given what's been happening of late on the Clinton scandal front. Clearly, the Clintonistas have been expecting the news for their man to get worse and worse as 1998 has progressed. Congressional Democrats have signed on because they want to win back control this November, and they're convinced that their propaganda offensive surrounding the shutdown a few years back helped them in 1996. And they're equally convinced that the American people weren't paying attention when the true origin of that shutdown was made public. Certain traits can be said to run through every strategy the Democrats have used since 1992. First, of course, is a blurring of the distinction between the Office and the Person of the president. This has manifested in any number of ways -- from Roger Clinton's calling Rush Limbaugh a traitor to the country for daring to criticize Bill Clinton, to the attempt to establish a *personal* attorney-client privilege between the Clintons and the White House Counsel's office, right down to Clinton's oft-stated belief that his own political survival is all that stands between our nation and its utter collapse. In effect, because Clinton and his followers do not recognize a distinction between the Office and the Person of the president, they regard the Rule of Law as optional -- and more often an obstacle than a necessity. A second consistent thread running through Democratic strategies since 1992 is the ready use of distortion, manipulation, and deception -- not as a last resort when all other strategies fail (as was previously the case), but as the first and most favored approach. This, too, is an offense of sorts against the Rule of Law, but in a more abstract fashion. The Rule of Law depends on a well-informed people freely making decisions based on the facts as they are known. When they are denied these facts, or are given only those facts (or, more properly, those *assertions* of "fact") that support a partisan position, with any adverse facts dismissed as propaganda formulated by an evil partisan enemy on the other side, the people will make decisions that are not in their own best interest. At first. The people are not sheep. They will trust liars and manipulators only so long before they become enraged and take action. First they will act at the ballot box, and if Clinton's followers were dismayed by the outcome of 1994 they ain't seen nothing yet. Even if they should succeed in bringing about their desired outcome in 1998, they will do so only by digging still more and bigger tunnels beneath the foundations of our nation's institutions. I do not want to see those institutions brought to ruin for the sake of making Clinton's last months in office more comfortable, or come to think of it for any reason. It's time for the Democrats and Big Media to step away from Bill Clinton and allow him to face justice, while those institutions can still be saved. The pretext for the UN gun grab is the fact that some Albanians have been smuggling stolen weapons to ethnic Albanian guerrillas in Serbia's Kosovo Province. However, conceded Dhanapala, "We were told that the amount of guns that fell into criminal hands is about 10 percent. So most are in civilian hands." This comports well with the "logic" of gun control in the United States: Rather than punishing specific criminals, the objective is to disarm everyone, including the law-abiding. Rather than employ a gun buy-back scheme, "United Nations officials are proposing a 'development for guns project,' in which communities that turned in weapons would get public works projects that also provided needed jobs." This would result in a two-pronged victory for the UN: It would advance long-standing civilian disarmament schemes while helping to entrench socialism. "Mr. Dhanapala said that the United Nations hopes to start a pilot project in Gramshi, a district with a population of about 50,000," continued the Times. "In return for turning in weapons, the district has asked for about 120 miles of rural roads, a small processing plant for agricultural products, and a training center to teach furniture making." EXCLUSIVE TO THE SPOTLIGHT By Mike Blair If you happen to be vacationing in the Catskill Mountains of upper New York state or the mountains of neighboring Connecticut this summer and hear the rattle of heavy gunfire nearby, it is not the U.S. military in training or some "right wing" militia group on maneuvers. Most likely you will be hearing a training session of members of the terrorist Jewish Defense League (JDL) or its spin-off, the Jewish Defense organization (JDO). And, those shooters might not be able to speak English very well. You could, in fact, be confronted by a youthful member of the JDL or JDO who is more than likely a recent immigrant from Russia, living in the United States as a supposed refugee. It is more than likely he will be from the Brighton Beach section of New York City, an underworld haven for Jewish Russian refugees comprising what has become known as the "Russian Mafia." The FBI says the outlaw organization stretches all the way to Moscow and is involved in virtually every sort of crime, from smuggling (even nuclear materials) to contract murders. TRAIN IN MOUNTAINS In upstate New York, the JDL and JDO have been training for several years in the Catskill Mountains of Sullivan County, a short drive northwest of New York City, not far from the Pennsylvania border. Of course the Anti-Defamation League (ADL), which has been screeching for years about the dangers to America presented by U.S. militia groups, doesn't have much to say about the JDL and JDO "troopers," who have been terrorizing residents of the Sullivan County area, particularly around the small resort village of Livingston Manor. Nor will you find the JDL or the JDO listed as terrorist organizations in U.S. government reports on worldwide and domestic terrorist activity. In fact, Irving Shapiro, vice chairman of the ADL's national volunteer commission, doesn't consider them dangerous at all, certainly not like U.S. civilian militias. "They believe they have a mission and a purpose to protect Jews," Shapiro recently told the Middletown, New York, Sunday Record, which ran a front-page feature story about the young trainees, titled "For Jewish Militants, Catskills are a Training Ground." Nothing has been heard at all from Sen. Daniel Patrick Moynihan, the New York Democrat who is one of the leading anti-gun advocates in the U.S. Senate and who can frequently be heard squawking about "crazies" with "assault rifles" scampering about his beloved, and neighboring, Delaware County, where he has a home in rural Pindars Corners. (In fact, when called by this SPOTLIGHT reporter, the senator's staff did not want to even divulge the location of his nearby home. Could he, too, be fearful of the militants?) Even Capitol Hill's loudest opponent of the Second Amendment ("the right to keep and bear arms"), Rep. Charles Schumer (D-N.Y.), current candidate for the Senate from New York and known to be a frequent visitor to the resorts of the Catskill Mountains, has been deafeningly silent about the mountain militants. The New York State Police are closely monitoring the activities of the groups, which rent, from apparently sympathetic fellow Jews, camps in the Catskills of Sullivan County. "NICE" PEOPLE One such camp owner, Arthur Rosenzweig, who owns Camp Hilldale, in the village of Monticello, and lives on the camp grounds, told the Sunday Record, "They came to me and told me they do a lot of self-defense work and they called themselves Friends of Israel. Nobody could get in here to see me without an escorted guard," Rosenzweig said. "But these people were very nice, they never hurt anybody." But how nice are they really? They spent five weeks at the camp and were closely monitored by the state police. Sullivan County Sheriff Daniel Hogue, acting on the complaints of neighbors, visited eight times but was refused admittance. Nevertheless, no FBI and BATF sieges here, not even a peep of protest from the ADL or its fellow travelers at the Southern Poverty Law Center, led by Morris Dees. There was not a single report about the training activities on national television, not even after 18 were arrested last summer by state police for felony gun possession, of which four, believed to be the group's ring leaders, pleaded guilty last spring. SLAP ON WRIST No years in a federal prison for these militiamen, just five years probation meted out by Sullivan County Judge Burton Ledina, who also gave them Certificates of Relief from Disability. In New York state, the certificates prevent, among other things, employers from denying them a job due to conviction on a felony charge. "We objected to the certificates the day of the sentencing," Sullivan County Assistant D.A. James Farrell said. "Most people, even if they get these certificates, don't get them until after probation is served at least halfway through." D.A. Stephen Lungen said he was unaware of a case where certificates were issued by a judge upon sentencing "on such serious charges." Judge Ledina had no comment. Incredibly, his original decision specifically allowed the felons to even possess rifles and shotguns. Farrell, however, went back to court and argued against that provision allowed them by Ledina and it was dropped. And where was the Bureau of Alcohol, Tobacco and Firearms (BATF) during all of this? Apparently, nowhere to be found. Nevertheless, state police confiscated more than a dozen illegally-possessed revolvers and semi-automatic, large capacity-magazine pistols and thousands of rounds of ammunition. FEARED REPRISALS "Some residents of Elm Hollow Road in Livingston Manor, where last summer's arrests took place, live in fear of the JDL," the Sunday Record reported under its "Militants in the Mountains" sub-headline in the three-page feature story. "They insisted on speaking anonymously, saying they feared reprisals if they were identified." Colleen Dobbs, whose home is down the road from the Rosenzweig camp, was not reluctant to talk. "I had a big problem with them," she said. "Every time I drove by, someone would stand outside and write down my license plate. This was very uncomfortable . . . " And when her children were out playing . . . "all of a sudden out of the bushes, came men from the camp, crawling on their knees with rifles." It now develops that the Justice Department is conducting an internal investigation into whether it also turned a blind eye to serious allegations against Democratic Senator Carol Moseley-Braun of Illinois, a key Clinton ally. Last month, WBBM-TV in Chicago cited confidential IRS documents which reported that the Justice Department in 1995 twice blocked an IRS criminal probe of Senator Moseley-Braun's alleged misuse of campaign funds in her 1992 election. IRS officials have collected evidence that Senator Moseley-Braun and Kgosie Matthews, her former campaign manager and ex-fiance, may have used more than $280,000 in campaign contributions to purchase vacations and various items for personal use. A Justice Department spokesman confirms Justice twice declined a routine IRS request to impanel a grand jury, saying "we did not believe there was enough credible information" to open an inquiry. IRS field agents clearly thought there was something to look at. According to WBBM, they found evidence that Ms. Moseley-Braun and her then campaign manager/fiance spent lavishly on items of a clearly personal nature, such as $64,000 for travel to Hawaii, Europe and Nigeria, $70,000 on designer clothes and $18,000 on jewelry. Because the IRS lacks subpoena power, it frequently asks the Justice Department to impanel a grand jury to gain access to evidence. In the Moseley-Braun case, the IRS informed Justice it had been stymied in collecting documents and interviewing key witnesses through its normal summons process. It told Justice it also had evidence relating to allegations of bank fraud and bribery during Ms. Moseley-Braun's tenure as Cook County recorder of deeds. Roll Call, the Capitol Hill newspaper, reports that Justice didn't open a grand jury probe and didn't respond to the IRS's request that it investigate those allegations. It instead told the IRS to ask the Federal Election Commission to provide some of the documents the tax agency needed. The FEC was itself conducting an audit of Ms. Moseley-Braun's 1992 Senate campaign. It cooperated in part with the IRS's requests, but also cited grounds of confidentiality in refusing to release some key information without a subpoena. The IRS then went back to Justice in fall 1995 and asked a second time for a grand jury that would grant it subpoena power. That request was also refused. Both decisions not to investigate were made by Assistant Attorney General Loretta Argrett, a former Howard University law professor, who also consulted with Justice's Public Integrity section. Ms. Argrett was appointed by President Clinton in 1993. Justice's refusals to impanel a grand jury are setting off alarms in the tax law community. Eight former officials of Justice's tax division and the IRS interviewed by Roll Call said such a refusal is highly unusual. "It's virtually unheard of," says John Bray, formerly of Justice's criminal tax division. And indeed last week Justice's internal affairs unit opened an investigation into how the decision was reached. Senator Moseley-Braun signed a privacy release last month that authorized Justice to confirm she isn't under investigation. But she has refused requests that she broaden her privacy waiver to allow access to Justice and IRS files on her case. One reason may be that what's on the record is embarrassing enough. The FEC files denied to the IRS were released to Roll Call through a Freedom of Information Act request. While FEC auditors didn't recommend further action or fines against Senator Moseley-Braun, they did find some curious practices. During a 1992 fundraising trip to Aspen, Ms. Moseley-Braun and Mr. Matthews paid close to $10,000 in cash for gold rings, cuff links and a money clip at a local jewelry store. At the time, Ms. Braun was earning $45,000 a year as an elected county official. FEC auditors also found that Mr. Matthews had charged several thousand dollars in personal expenses to the Braun campaign, but this information was never given to the IRS or to FEC commissioners before they voted to end their investigation of Senator Moseley-Braun last year. The FEC said it lacked the time and resources to finish. Senator Moseley-Braun is up for reelection this November, and of course the Democrats don't want to lose her seat. In a better world, the Clinton Justice Department wouldn't exist under such a cloud of doubt about its ability to function as a neutral arbiter of the laws it enforces. In the event, the Senator's activities in the shadows of the campaign laws have been widely reported by Chicago's newspapers and electronic media, and of course Roll Call has covered the story for her Washington colleagues.
