The reason is quite obvious considering their lack of socialist societies. If a person had no family, was not landed, had no property, had no employment, he/she became a vagabond and thus a threat to the people, it being necessary to turn to crime to survive. Just my opinion, but, I think slavery was instituted either for prevention or punishment for infraction of laws regarding theft of other people's property.
