The five tenets of the plan are: * Block confirmation of activist/liberal judges * Promote U.S. senators' signing of the "Hatch Pledge" against judicial activism * Promote state legislative passage of judicial restraint resolutions * Eliminate judicial power to tax * Require, as a minimum, a unanimous vote of a three-judge panel to invalidate citizen-passed initiatives. Decades of deliberate attacks by politicians and the media have slowly relegated this important group to the status of a subculture that now feels out of place and at war with its own government. Prior to 1934 there were no federal gun control laws. There was only an odd assortment of gun laws in various states and cities which were intended to disarm racial minorities and immigrants. As far as the federal government was concerned, anyone was free to buy a machine gun or even a cannon, and the level of gun crime was relatively low. Since the National Firearms Act was signed into law in 1934, the number of gun control laws at all levels of government have multiplied exponentially. So has the overall crime rate, which some argue is a direct result of gun control laws that discourage self-defense. Although none of these laws reduced crime, each new law creates another way that a well intentioned gun owner can inadvertently end up in prison or ruined by legal costs. Some have been killed in raids by government agents. Much like laws passed to promote the failed war on drugs, each new gun law gives the police additional powers that threaten basic constitutional rights. America's lawful gun owners are painfully aware of these facts. Since gun laws don't reduce crime, they wonder, what is the real purpose? This question has led to numerous theories that attempt to explain why the "ruling elite", which includes the media and many politicians, would want to eliminate civilian gun ownership in America. American gun owners feel as if they are being slowly crushed. One writer recently described this decades-long campaign as a slow motion hate crime. Frustration has been building in the gun culture for thirty years and has been accelerating with the faster pace of anti-gun attacks and the dramatic improvement in communications. Stories of outrageous persecution by government agencies now circulate like wildfire via the internet. Anti-gun bills introduced in any legislature are instantly made known to millions. Gun owners know the major players in the anti-gun lobby as well as they know the villains in their favorite movies. Several successful novels have tapped into this frustration. The best known is "Unintended Consequences" by John Ross. This popular 861 page semi-fictional work details the noble history of the gun culture and how it has been attacked. The hero, Henry Bowman, is a talented engineer, gifted marksman, and gun collector who holds his temper for years in the face of growing bureaucratic oppression. He is finally forced to kill a team of heavily armed federal firearms agents who are planting evidence to incriminate a fellow gun collector. At this point, in the best cowboy tradition, Bowman leads a bloody covert revolution against the "jackbooted thugs" of the federal bureaucracy. Ross uses the old stereotype of the American cowboy who is slow to anger and just wants to be left alone. This highlights the way in which the old fashioned values of the gun culture (truth, honor, tolerance, and personal responsibility) are in conflict with our current government. He also offers a scenario that holds great fascination for many gun owners who pass his book from hand to hand saying, "You've got to read this book." Some observers of this cultural war wonder why large numbers of gun owners have not yet resorted to violence to preserve their way of life. Civil wars have started over less. Almost every gathering of lawful gun owners has a deep undercurrent of anger. They see each new gun law as a way to harass them and make it more difficult for everyone except criminals and the government to own guns. Solid, productive citizens complain bitterly about how good people have been arrested for unintentional violations of the myriad of gun laws. Each wonders if he could be next. Although this group has been involuntarily radicalized, there are several things holding back a violent response. One is the fact that gun owners are a very law abiding group of people. They have a deep faith in the Constitution and are willing to give the political process a chance to balance itself. The second is that leaders of gun rights organizations, such as the NRA, are promising relief through the political system. The third reason is that the leaders of the anti-gun lobby are masters of propaganda and would gleefully exploit any minor incidents to further harm gun rights. It would take a massive wave of violent protests to affect any positive change. The government announced it was capable of monitoring its own human rights record. * UN documents are mostly aspirational documents with no force in law yet they establish committees to oversee implementation of treaties before which governments must periodically appear. These committees also send "special rappateurs" to investigate the country within its own borders. * Governmental complaints to this system are growing and are multi-faceted. They complain UN treaties have begun to assert international standards that have the force of law. In some cases national courts have begun to adjudicate using non-binding UN instruments. At the very least, governments are put under tremendous pressure to succumb not just to the letter of the document, but also what the unelected monitoring committee determines is its spirit. * The most controversial examples of what some see as overreaching by a UN committee come from the one established by the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW). Although the CEDAW document condemns prostitution, the CEDAW committee directed China to legalize it. Although CEDAW does not mention abortion, the committee criticized Ireland for having restrictive abortion laws. The committee directed Kyrgystan to legalize prostitution, and criticized Belarus for instituting Mother's Day. In what may be the oddest directive, the CEDAW committee directed Libya to reinterpret the Koran in order to fall within committee guidelines. * Governments also complain about the growing and some say menacing role of non-governmental organizations (NGOs) in deciding UN policy and in pursuing what they see as human rights miscreants. NGOs frequently run investigations of their own and then approach UN treaty monitoring bodies to bring the recalcitrant government into line. * The move of Australia should be seen within this context. Australia's specific complaint comes from what it sees as unfair criticism from UN bodies and NGOs over its treatment of Aborigines and asylum seekers. The government began a review of the treaty monitoring system last March. It's report found that UN human rights treaty bodies "need a complete overhaul." The report singled out for criticism the role of NGOs, which frequently override the role of "democratically elected governments." The report, issued by Alexander Downer, Minister for Foreign Affairs, also insists the "treaty committee system work within its mandate." * It is believed this is the first time a government has pulled out of the treaty monitoring system. And every year, the United States coughs up billion-dollar band-aids to save the world, most of which lines the pockets of mobsters and tin-pot dictators. Besides, with any calculator, you can discover that taking every cent from every American would feed the world for about two days. Wouldn't it make more sense to demand these countries became capitalists? John Stossell recently pointed out the more controlled an economy is, the greater it fails. Starting a business in India takes decades while bureaucrats sift through paperwork, one hand buried in red-tape maw, the other outstretched to grease the skids. Meanwhile, Hong Kong is a craggy little rock in the South China Sea with virtually no resources, 20 times more densely populated than the most poverty-stricken corner of India, and almost equal to the United States in personal income. Starting a business in Hong Kong takes about 10 minutes for a license, and everyone pays a flat 15% income tax. The case against socialism is clear. So why should we throw a cash lifeline to nations that insist upon screwing up, when they could just set their people free and get the hell out of the way? Thomas Sowell discovered our domestic liberal socialists are no different. They proclaim an "emergency," demand money for programs that don't work, blame the failure on people who make the money, then demand more money for more programs that don't work. Sadly, even the extraordinarily naïve Bill Clinton has joined the annoying parade of global losers, forcing the American Taxpayer to become an ATM machine for failed socialists. He still doesn't understand his administration was rescued when Republicans cut taxes and reformed welfare, then watched the grumbling moochers go out and get jobs created by the resulting great economy. You'd think trying the same approach for the rest of the world would be obvious. Winston Churchill once proclaimed capitalism was the unequal distribution of wealth and socialism was the equal distribution of misery. Yet in the heady days of post-WW2, the United Nations was founded with a vision of a globally unified economy, managed by - who else? - the brilliant folks at the United Nations, of course. Since then, we conducted a 45-year worldwide economic experiment, proving conclusively Churchill was right. Even the Euro, Europe's united currency, keeps falling in relation to the Dollar. Carrying an immense tax burden and a bureaucratic boulder on their backs, European workers cannot compete with American workers in world markets. And European socialism is the best the world can offer. While capitalism leads the way, the rest of the world is mired in a Marxist/communist/socialist mess. So what is the United Nations calling for in the year 2000? A controlled, one-world economy. Where do they get the money to pay for it? The free-trading capitalists who actually make money. As usual, the attack on people who pull the wagon is led by the bums riding inside the wagon. If the UN wants to be an arena to air minor grievances or settle squabbles, that's fine. But if they want to sucker the United States into a miserable worldwide socialist "utopia" like the rest of the world, forgive me if I pull out my copy of the Constitution, then point to the financial page of the Wall Street Journal and smirk.
