Al Gore, Presidential Candidate, +1-202-456-2461 Dear Presidents and Prime Ministers, Foreign Ministers and Defence Ministers, The undersigned NGO groups and Parliamentarians, representing millions of people, are writing: 1) To urge the US not to proceed with proposals for a National Missile Defence System (NMD), 2) To urge US allies to make the strongest representations in appropriate forums or bilaterally, to press the US government not to proceed with the deployment of NMD, and to maintain the integrity of the ABM Treaty. Proceeding with National Missile Defence threatens to undermine the basis of existing and future offensive nuclear arms reduction measures. We note the strong statements made on NMD by the Governments of France, Germany and Sweden, and the expressions of concern by other US allies including the UK, Canada, and the European Union. At the recent NPT Review Conference, the US together with 187 other countries, signed a final declaration that commits it to an unequivocal undertaking to accomplish the total elimination of its nuclear arsenal. Plans to deploy a missile defence system threaten that vital goal, to which the US is legally committed, together with all other NPT signatories. The final declaration of the NPT Review Conference expressly calls for: "the early implementation and entry into force of START-II and conclusion of START-III as soon as possible while preserving and strengthening the Antiballistic Missile (ABM) Treaty as a cornerstone of strategic stability and as a basis for further reductions of strategic offensive weapons in accordance with its provisions." We do not believe it is possible for this to be interpreted in a way that will allow the deployment of an NMD system, nor should it be so interpreted. We therefore urge the US and Russia instead to proceed to the negotiation of START-III at the lowest possible force levels and to the immediate implementation of START-II. We note that the UN Secretary-General, and representatives of Russia, China, the UK, France, Sweden, the European Community, the New Agenda Coalition and the Non-Aligned movement have expressed the view that the ABM treaty is the cornerstone of global strategic stability. The recent meeting of G8 foreign ministers has also expressed strong concern over the possibility that the ABM treaty may be abrogated to allow NMD to proceed, and has stated that they are 'deeply concerned' over missile proliferation as a result of NMD. The Australian Senate on June 29th, passed a motion in which it called on the US not to proceed with the deployment of an NMD system and in which it called for the implementation of START-II as soon as possible, and the negotiation of START-III at the lowest possible force levels. We note also recent expressions of concern within the US, by Congresspeople, Nobel laureates, and other distinguished and influential people and organizations. America should not simply ignore the strongly repeated opinion of governments and NGOs of the whole world, that NMD should not proceed, and that the integrity of the ABM treaty should be maintained. Missile defence schemes respond to an exaggerated perception of the missile threat from so-called 'Rogue States', (now termed 'States of Concern') are not the solution to missile proliferation, sabotage nuclear disarmament efforts to which the US is legally committed along with the rest of the world, and decrease overall US and international security. There are serious doubts whether this system, or whether any missile defence system, can ever work. The problems posed even by relatively simple decoys are probably technically insoluble. The Welch Panel, an independent team of scientists, released a report outlining the probability of NMD systems failure due to time and schedule constraints. Instead of pursuing missile defence, it is vital that the US focus on practical solutions to global strategic security. We therefore urge the US and Russia, as the highest priority, to proceed to the elimination of as many warheads as possible under any START-III agreement, the removal of obstacles to the implementation of START-II, and the removal of strategic missile forces from high alert status as advocated by the Canberra Commission, subsequent UN resolutions and the final NPT declaration. I'm currently writing a film that involves contamination of land and water from nuclear waste. Specifically, I need to find out what types of waste product were generated by the production of nuc weapons (1950's era); how was that waste handled; if (hypothetically) stored in some type of old mine shaft in the mid-1950's, without current technology, what type of material could potentially leak from storage containers (type used in 50's?) into ground water and/or lakes and streams; how long would this material be dangerous; what effects would it have on a human being exposed to the area/water source for an extended time period (say on and off for 20-30 years, constant exposure for 2-3 years (ie: daily use of water and soil), and effects on a person exposed 50 years later at the source of the contamination (ie: would the skin of the exposed person redden, hair fall out, etc- figure exposure at less than 10 minutes).. Here's my story/scenario: A government contractor illegally stores contaminated nuc weapon production waste materials in an abandoned mine shaft. 50 years later, some adventurous rock climbers discover the abandoned shaft and the waste, and see that the containers have leaked into a small underground river that empties into a larger river and some mountain lakes. Any help or resources you could direct me to would be greatly appreciated. And in a few years when you see it on the big screen you can know that much if not all of the science is plausible if not completely accurate. Sheriffs threaten to arrest INEEL guards... NEWFLASH from DOEWatch , July 29, 2000: The fires in Idaho around INEEL are far from out this morning, as told by sources in the area. Newsworthy are issues like the power that feeds communities around INEEL were cut as power poles burned down and the UP& L, Utah Power and Light, were interfered with along Hwy 20 by INEEL guards as it crosses the INEEL reservation. The Butte County Sheriffs office apparently countered with commands to arrest any INEEL guards that interfered with power restoration. These stories and more supported by KDIK New3 in Pocotello, Idaho. The fire is off to areas around ARCO and HOWE Idaho, near LAVA---and now out of control again. Sounds like the INEEL PR about double fire lines is not working and naional news media is being mislead by this info, as the fires rekindled last evening. Fires have burned near reactor test sites. Appearances are the INEEL guards want to keep all folks well away from the INEEL reservation with these delay tactics even applied to emergency power restoration folks working in the area along state road right of ways. 1) Idaho Fires are NOT out!  Sheriffs threaten to arrest INEEL guards...

NEWFLASH from DOEWatch <Magnu96196@aol.com >, July 29, 2000:

The fires in Idaho around INEEL are far from out this morning, as told by
sources in the area.  Newsworthy are issues like the power that feeds communities around INEEL were cut as power poles burned down and the UP& L, Utah Power and Light, were interfered with along Hwy 20 by INEEL guards as it crosses the INEEL reservation. The Butte County Sheriffs office apparently countered with commands to arrest any INEEL guards that interfered with power restoration. These stories and more supported by KDIK New3 in Pocotello, Idaho.

The fire is off to areas around ARCO and HOWE Idaho, near LAVA---and now out of control again. Sounds like the INEEL PR about double fire lines is not working and naional news media is being mislead by this info, as the fires rekindled last evening. Fires have burned near reactor test sites. Appearances are the INEEL guards want to keep all folks well away from the INEEL reservation with these delay tactics even applied to emergency power restoration folks working in the area along state road right of ways.

Al Gore, Presidential Candidate, +1-202-456-2461 Dear Presidents and Prime Ministers, Foreign Ministers and Defence Ministers, The undersigned NGO groups and Parliamentarians, representing millions of people, are writing: 1) To urge the US not to proceed with proposals for a National Missile Defence System (NMD), 2) To urge US allies to make the strongest representations in appropriate forums or bilaterally, to press the US government not to proceed with the deployment of NMD, and to maintain the integrity of the ABM Treaty. Proceeding with National Missile Defence threatens to undermine the basis of existing and future offensive nuclear arms reduction measures. We note the strong statements made on NMD by the Governments of France, Germany and Sweden, and the expressions of concern by other US allies including the UK, Canada, and the European Union. At the recent NPT Review Conference, the US together with 187 other countries, signed a final declaration that commits it to an unequivocal undertaking to accomplish the total elimination of its nuclear arsenal. Plans to deploy a missile defence system threaten that vital goal, to which the US is legally committed, together with all other NPT signatories. The final declaration of the NPT Review Conference expressly calls for: "the early implementation and entry into force of START-II and conclusion of START-III as soon as possible while preserving and strengthening the Antiballistic Missile (ABM) Treaty as a cornerstone of strategic stability and as a basis for further reductions of strategic offensive weapons in accordance with its provisions." We do not believe it is possible for this to be interpreted in a way that will allow the deployment of an NMD system, nor should it be so interpreted. We therefore urge the US and Russia instead to proceed to the negotiation of START-III at the lowest possible force levels and to the immediate implementation of START-II. We note that the UN Secretary-General, and representatives of Russia, China, the UK, France, Sweden, the European Community, the New Agenda Coalition and the Non-Aligned movement have expressed the view that the ABM treaty is the cornerstone of global strategic stability. The recent meeting of G8 foreign ministers has also expressed strong concern over the possibility that the ABM treaty may be abrogated to allow NMD to proceed, and has stated that they are 'deeply concerned' over missile proliferation as a result of NMD. The Australian Senate on June 29th, passed a motion in which it called on the US not to proceed with the deployment of an NMD system and in which it called for the implementation of START-II as soon as possible, and the negotiation of START-III at the lowest possible force levels. We note also recent expressions of concern within the US, by Congresspeople, Nobel laureates, and other distinguished and influential people and organizations. America should not simply ignore the strongly repeated opinion of governments and NGOs of the whole world, that NMD should not proceed, and that the integrity of the ABM treaty should be maintained. Missile defence schemes respond to an exaggerated perception of the missile threat from so-called 'Rogue States', (now termed 'States of Concern') are not the solution to missile proliferation, sabotage nuclear disarmament efforts to which the US is legally committed along with the rest of the world, and decrease overall US and international security. There are serious doubts whether this system, or whether any missile defence system, can ever work. The problems posed even by relatively simple decoys are probably technically insoluble. The Welch Panel, an independent team of scientists, released a report outlining the probability of NMD systems failure due to time and schedule constraints. Instead of pursuing missile defence, it is vital that the US focus on practical solutions to global strategic security. We therefore urge the US and Russia, as the highest priority, to proceed to the elimination of as many warheads as possible under any START-III agreement, the removal of obstacles to the implementation of START-II, and the removal of strategic missile forces from high alert status as advocated by the Canberra Commission, subsequent UN resolutions and the final NPT declaration.
