You murder someone, you get to sit in stocks in the middle of town while people throw rotten vegetables at you. The media makes a complete fool of you in front of the rest of your community. You get to wear a big sign that says "I'm a mean person who kills people!!1!1!" You get caned on national television. Really, I don't think people would steal much if they knew that they'd get whipped for it in front of a crowd. Killing people is however not just. It isn't anyone's decision whether a person should live or not except for that person. Humiliation, physical punishment, those are much more humane than killing.
