These bills will greatly help General Aviation. They will keep our rural airports from slowly disappearing. These airports are a lifeline for rural communities. In an emergency, LifeFlight uses these airports to fly critically injured people to major hospitals. We must insure that this capability is not lost. Also, many people travel by air when vacationing to rural towns and this generates revenue for the local economy. This is only two of many reasons to keep small, rural airports viable. There are many others. I know the Salt Lake Airport Authority does not support these bills. OF COURSE THEY DON'T! SLC airport has huge revenues already and doesn't need the money from these bills to survive. It would burden them slightly. I think it is worth it! It is very important to keep the rural airports maintained and upgraded. Please move to have these bills passed and help support the future of ALL airports. The Utah Wing Civil Air Patrol is partially state-funded to conduct Search & Rescue operations, transport SAR resources and medical supplies, and assist both state & federal agencies in Emergency Management and Disaster Relief operations. CAP aircraft (9 CAP owned, and another 30+ privately owned but flown on CAP missions) operate into all Utah public-use airports. Personally, I fly to some of these airports for CAP, business, or personal reasons. Some Utah airports, for example Escalante, Hanksville, Montecello, Huntington, Salina, Nephi, Duchesne, and Hurricane are deteriorating. Pavement is breaking up. Weeds are growing in the cracks. Lighting is minimal. Most have no fuel, and the restrooms are primitive. Some larger airports fare better, due to the existing $0.04 per gallon fuel tax, local funds, and matching Federal AIP grants. I support raising the tax on aviation fuels, as long as the revenue is directed to maintaining/improving public-use Utah airports statewide. I would be opposed to if the additional funds stayed only at the airport where they were collected (Salt Lake City Airport Authority doesn't need additional revenue). I would also be opposed if fuel taxes were raised without the proposed "in-lieu of property tax" aircraft registration fee. As a private aircraft owner of an older Cessna single-engine aircraft, the proposed registration fee on my aircraft would decrease by $175, while the proposed tax on the aircraft fuel I buy would increase by $120. As long as the $120 all goes to improving/maintaining Utah airports, I support the proposed solution. The additional revenue from the proposed $0.01 per gallon on commercial aircraft operations would also greatly benefit the airports. If Salt Lake City is concerned about the adverse effect of the additional $0.01 fuel tax on Delta Airlines, why doesn't the State mandate that an airport operator only gets to keep $0.03 per gallon of commercial jet fuel to fund local operations, and that $0.01 is put into the State Airport fund? This formula would also work for non-commercial aviation fuel sales, where $0.03 could be retained at the point-of-sale, and $0.05 could be used by the State for the benefit of all airports. Yes, after three meetings with their representatives, the Airport Authority presented a revised lease Wednesday, 10-Feb. The group which has been negotiating with the airport met on Friday evening, went over the lease, and found a number of items which the airport had agreed to verbally but were not included in the new lease. These items were brought to Russ Pack's attention and he is currently discussing these items with the airport's managers and lawyers.
