This is, I believe, a full list of house email addresses--excluding the private email addresses listed by some reps. It should be in a nice cut-and-paste format with one address plus semi-colon seperator per line. IOW, it should paste directly into the blind carbon copy (bcc) field of your email handler. Please be a bit discriminate in sending emails to the entire legislature. If nothing else, sometimes you want to send different messages to democrats and republicans or those who are likely to already support a bill and those who are likely to already oppose a bill. And make sure to always use the bcc field rather than the to field. Note that some email programs (EG Juno) limit the number of email addresses that can be entered. Here's the problem: BCI would have to check with each of the more than 3000 states and counties in the US and learn what their firearms laws are, so they would know which permits to accept. In addition, all (or almost all) of these states and counties DO background checks, but many don't REQUIRE it by law. In fact, UTAH doesn't even require background checks by law. As a result, these states and counties would not have their permits honored, even though they perform background checks. For BCI to check over 3000 agencies would cost a huge amount of money. And it's too late in the session for bills that require funding to be passed. So the legislature will have no choice but to KILL this bill. Don't let this happen! Because we are such a powerful and effective group of grass roots activists, it seems that everyone is trying to claim that gun owners should be "on their side". We therefore feel obligated to point out that Utah Gun Owners Alliance does NOT have an official position on this bill - either for or against. Yesterday, Senate President Al Mansell offered the opinion that gun owners should support SB 37. He thinks we should support it because it would take some of the "nuts" off the streets and that by supporting it, it would give the gun lobby more credibility. UTGOA has some philosophical problems with Sen. Mansell's argument. He is assuming that there is a connection between the "gun lobby" and/or gun owners and "nuts" on the street. There is no such connection. UTGOA members, and members of all the other gun organizations of which we're aware, are law-abiding, responsible people. We're not Nazis, skinheads, gang members or criminals and we don't commit "hate crimes" - or any crimes. In fact, we've argued that all the policies that say "Anyone is welcome here except someone legally carrying a gun", are in themselves a heinous form of bigotry. The job of getting "nuts" off the street is the job of law enforcement and the criminal justice system; it's not the job of gun owners. We just choose to be able to defend ourselves should some "nut" or criminal decide to assault us. It's true that the media work very hard to portray all gun owners as racists and criminals, and many people believe those lies. It would be nice if someone in Sen. Mansell's position were to state publicly that this is not true, instead of helping to perpetuate the misinformation. On the other hand, Arnold Gaunt and some others are claiming that SB 37 is an "anti-gun bill" and that gun owners should oppose it. UTGOA is concerned about the provision in SB 37 that allow Class A misdemeanors to be charged as felonies. As you know, a person convicted of a felony loses his gun rights forever under both state and federal law. However, although UTGOA has the greatest respect for Mr. Gaunt, we do not agree with his opinion that SB 37 is an "anti-gun" bill. And our bylaws limit us to dealing only with bills that affect gun rights or gun owners. To reiterate, Utah Gun Owners Alliance has NO official position on SB 37 - - Hate Crimes Amendments. We trust YOU to make the right decision about this bill, and to decide what to communicate to your elected officials. We need to contact Senate leadership ASAP and let them know we want these bills supported and passed. ACTION ITEM: Please call Senate President L. Al Mansel and Senate Majority Leader L. Steven Poulton. A message for both may left in a single call by calling the Senate operater at 801-538-1035. We need to ring the capital switchboard phones off their hooks today and tomorrow. Ask them to release and support HB 376 S3 (Concealed Carry Recognition) *with friendly ammendments* and get it passed. Ask them to also release and support HB 264 S2 (Gun Safety Education) as is and get it passed. Please do not mention ANY other bills during this phone call. We recognize that gun owners have other areas of interest and passion, but we ask that you make seperate contact on those issues so that this issue is not blurred in the minds of legislators. Also--at this time and for this contact on these two bills--please do not mention or insinuate whether or how their actions on these two bills may affect your future voting or other actions. Remind them that they promised to support our pro-gun bills and that you expect them to do so. Well, we all know that at this point in the session, any bill that leadership doesn't put on the calendar, leadership has effectively killed. This is unacceptable. HB 376 S3 passed the house by a HUGE margin and with every Republican but one (and that was Tyler who everyone calls a Democrat anyway) and three Democrats supporting it. Either our Senators and Senate Leadership support our gun rights or they don't. If they do, they will get these bills on the calander and get them passed. If they don't get them on the calander and get them passed, then they are clearly unsupportive or even hostile to our RKBA. Please, if you haven't called yet, do it now. If you have, call again and then encourage your spouse, a friend, or a neighbor or relative to call. Messages for all Senators may be left at 801-538-1035. With a single call you can leave a message for several Senators. Please call and leave a message for Senate President Mansell, Senate Majority Leader L. Steven Poulton, and your own Senator. Please note that we've received reports that HB 264 "Gun Safety Education" may have been amended into an anti-gun bill by removing the "value neutral" language. If true, this would allow schools to have Sarah Brady come in to teach gun "safety." For this reason, please focus on HB376 S3 for now. Also, we're receiving reports that House Leadership may be cooling to the idea of actually acting on HB 376 S3 should a much needed amendment be passed in the Senate. Therefore, please also begin calling Speaker Stephens, Majority Leader Kevin Garn, and your own Representative and ask them to see to it that HB 376 S3 receive speedy action and pass once the Senate returns it. HB 376 S3 is about ready to get its final hearing and vote in the Senate. We have two issues at this time. First, we understand that Senator Spencer is preparing to offer a hostile amendment. Spencer's amendment would limit the time frame Utah would honor out-of-state permits to 60 days. Should this pass, Utah's informal agreement with some 12 other States to honor each other's permits would certainly cease to exist. It is also highly unlikely that the 8 states posed to recognize Utah's permits if we recognize their permits would consider this time limit as acceptable and would, therefore, not recognize our permits. Finally, as you CCW permit holders know, it takes longer than 60 days to obtain a Utah CCW. Thus, if someone moved here with a valid out-of-state permit, their permit would expire and they would be unable to legally carry prior to obtaining a Utah permit. We need to oppose Sen. Spencer's amendment. Second, the bill currently contains too large of a fiscal note to be allowed to become law if passed today. There is a friendly amendment that will correct this issue. This is "amendment 4." We need to support this amendment. ACTION ITEM: PLEASE call the Senate at once. Leave a message for your own Senator, Senate President Mansell, Majority Leader Poulton, and also Sen. Bramble (who is Senate sponsor of the bill). Ask them to oppose Sen.
