We need you to contact both of your U.S. Senators and tell them a package bill coming up for a vote March 19th is a very bad idea and including the Utah delegation's anti-wilderness bill in this package bill is even a worse idea. *** *** Now for the background. *** Senator Frank Murkowski (R-AK) has scheduled a vote on March 19th for a package bill (or as it's known in Washington an omnibus bill) being prepared by several members of the Senate. This one large bill lumps together several smaller bills that have not been passed in the Senate for a variety of reasons. Some of these bills are good and have been pushed by good legislators for some time. Other bills are terrible--these have been included in an omnibus bill since they could not pass as stand-alone bills. In general, the omnibus bill is an attempt by legislators to cloak several bad bills under some good ones in order to create a package that will entice enough Senators into a yea vote that the bad stuff sneaks through. And we know that some Senators want to include the Utah delegation's anti-wilderness bill in this package. So, this means that the Utah delegation's bill has been scheduled for a vote as early as March 19th in the full Senate. This is a substantial worry. The SUWA Washington staff has counted noses on this issue. They believe if we do everything we can, we can keep the Utah wilderness issue out of this package. Barring that, again with hard work, we may be able to defeat the omnibus bill in a vote in the Senate. We need to let our Senators know that an omnibus bill of this sort is never in the public's interest. And we need to tell our Senators the Utah delegation's anti-wilderness bill, S 884, should not be cloaked in any omnibus bill under any circumstances. Thanks for the great grassroots work last week with the New York and New Jersey delegations. On the House side, Congress got the message that linking support for the Utah delegation's anti-wilderness bill with Sterling Forest legislation was a very bad idea. Your work was great--lots of letters, lots of calls. It looks like we may have knocked the wheels off of the wagon Rep Hansen built to get his terrible bill through the House. Now we need the same sort of work on the Senate side. We'll send more information in the next few days as we sort things out. Keep trying or use the number for the Capitol Switchboard listed above. *** Now for some more background. *** We have seen copies of the package of bills (OMNIBUS PARKS BILL) that will be voted on next week. It contains several bills, some good and some very bad. For example, a bill to improve the Presidio Park in San Francisco is included as are bills to fund a visitor's center at Rocky Mountain National Park, fund important national trails, make good land exchanges in several states, etc. The Utah delegation's anti-wilderness bill has been included in this omnibus parks bill. Even though this package of bills contains some good legislation, we must ask our senators to vote against it--the Utah delegation's terrible bill taints everything else in the package. We simply cannot allow this sort of ugly backroom politics to release for possible immediate development millions of acres of Utah's most pristine wilderness. And even worse, this bill changes what every American knows to be fundamental wilderness values established under the 1964 Wilderness Act. We also know that Jim Hansen (R-UT) is preparing an omnibus parks bill in the House similar to that in the Senate. If this happens, it may be possible for the Utah delegation to pass their terrible bill without ever having it come up for a substantial debate in either body of Congress. This simply is unacceptable. The Utah delegation's bill is so bad, there is little chance it could pass on its own merits. This is why the Utah delegation is trying everything in the political book to get their terrible bill through without having it debated. Now is the time for us to work on this issue. We cannot allow the Utah delegation's bill to pass. We have to expose the tactics of key legislators who would negate the legislative process and ignore the will of the people in order to get their bill passed. So, let's go to work on this one... Some senators feel so strongly on this issue they may be willing to vote in favor of the bill EVEN THOUGH THEY ARE OPPOSED TO THE UTAH DELEGATION'S TERRIBLE ANTI-WILDERNESS BILL. 3. When you phone senator Bumpers please tell his staff we are getting sold down the road by our own delegation. Not passing a bill is far better than passing a bad bill. Vote no on the Omnibus Parks bill package. 3. We are working to accomplish several goals. First and foremost, we would like to have enough senators in our camp that this package of bills will be defeated. Second, we need 40 votes to sustain a filibuster. So, every phone call counts. 4. We need more information on what is happening in offices of different senators. When you call, ask how the senator is leaning in his vote on this issue. Ask if you can provide any further information. Ask if there is any information the person you talk to can provide that will help you know where this bill is heading. We know that some senators are getting a ton of calls and others are not. For example, Senator Hatch called SUWA today and stated they had three hundred or so wrong number calls today for Senator Hatfield. It's pretty interesting when you are making enough calls that our wrong numbers are enough to have Senator Hatch's folks respond. On the other hand, Senator Pell (D-RI) said today to one of our activists that he has had only three calls on this issue. So, the drill is call, call, call and call some more. And don't forget if you have made your calls and have energy and time left over, call Tom or Liz and ask for a list of numbers to call. These one-on-one calls can be pretty important and can generate substantial support. Last issue: Many of you have asked for e-mail addresses for senators. I will attach these below. The vote on the Omnibus Parks bill will be close and cannot be called at this time. Here are some developments in the last two days you should be aware of: MONDAY (March 18, 1996) 1) The lead editorial in the SL Tribune is strongly against the Omnibus Parks bill, saying "to resort to this kind of strategy to pass the much-maligned Utah bill is tantamount to admission that the bill is unacceptable on it's own." 2) Secretary of the Interior Bruce Babbitt sends a letter to Senator Murkowski, warning him to take the Utah wilderness bill out of the Omnibus Bill package, or Sec. Babbitt will urge the president to veto the whole deal, regardless of what else is in it. 3) The San Francisco Chronicle calls the Ombinus Parks bill, which also contains the dear-to-the-heart-of-all-Californians Presidio National Park Bill, "poisonous veto-bait" and asked Sens. Feinstein and Boxer to vote against the package if Utah isn't taken out. 4) Sen Bill Bradley of New Jersey steps up to lead the floor stategy against the omnibus bill, even though it means working to defeat his own Sterling Forest preservation legislation. Today, TUESDAY (March 19, 1996) 1) The New York Times, in an editorial titled " The Orrin Hatch Land Grab," blasts the republicans for not getting the message yet that americans's want their environment protected and calls them "the wrecking crew that won't quit." The editorial urges Sen. Bob Dole to lead the fight against this package of bills. 2) Later this morning, the Seattle Post-Intelligencer editorial board blasted the Utah delegation's bill, calling it "the largest and most brazen attempted theft of public property in the Lower 48." 3) Please remember that things are very close on this bill at this moment. We have a good chance at winning this one. But our work is to step up our calls and faxes to senator's offices. Beating back the challenge in the Senate may be our best shot at killing the Utah delegation's terrible anti-wilderness bill. 4) So many of you are making calls that many of you are only able to leave short messages until the folks at the other end want you off the line. [1] NEWS UPDATE The vote has been pushed to next Wednesday because the debate and vote on Senator Domenici's terrible grazing bill took longer than expected. Debate will definitely begin at 10AM on Monday, at which point our friends in the Senate will begin to filibuster the Omnibus Parks Bill, which contains S884 (the bad Utah wilderness bill). Sometime on Wednesday there will a "cloture vote". We don't want to get too technical, folks. Basically there will be a vote on whether or not the bad guys can end our filibuster of their bad bill. This is *THE* vote we need to win. Because of the rules of the Senate, our opponents will need to get 60 votes to win (not just a simple majority). Senator Bill Bradley of New Jersey, who is leading the fight against the bad Utah wilderness bill, is lining up support for his filibuster attempt. So, when you call Senators, tell them you know Bradley is going to filibuster the Omnibus Parks Bill, and that you would like them to support Bradley's filibuster. 10AM Monday might be a good time to turn on C-SPAN and learn how congress works. Here they are again: (202) 224-3121, (800) 972-3524, (800) 962-3524.) ==[3]== This supplementary report comes courtesy of Bill Thompson: -------------------------- At 10:30am EST this morning, a cloture vote was taken in the Senate to cut off debate on the Omnibus Parks Bill and bring that bill to a vote on the floor. 60 votes are required to invoke cloture. The vote for cloture was 51 to 49, meaning that the Omnibus Parks Bill is still stalled by a filibuster. It will probably be pulled from further consideration this session. This is a huge victory for the preservation of Utah Wilderness!!! Everyone who helped out with phone calls, phone banking, letters, contributions, or whatever should feel very proud. The Omnibus Parks Bill contained 33 separate provisions, one of which was the "Utah delegation" bill designating approximately 2 million acres of southern and western Utah as Federal Wilderness Areas. A total of 3.2 million acres are currently being managed as wilderness due to their status as Wilderness Study Areas. Thus, the delegation bill would have opened for development 1.2 million acres and failed to provide for protection of an additional 2.5 million acres of Utah lands which are fully deserving of Wilderness status. In addition, the delegation bill contained special language permitting many activities in the acreage it designated that are clearly incompatible with wilderness management. Sen. Bill Bradley (D-NJ) initiated a filibuster of the Omnibus Parks Bill, arguing that the Utah Wilderness section, a separate provision giving away a large chuck of land around the Snowbasin Ski Area, and a third provision unrelated to Utah be stripped from the bill. Under Senate rules, no vote could be taken on the full bill as long as the filibuster was in progress. The situation got even more complicated yesterday afternoon when Sen. Edward Kennedy (D-MA) attempted to attached a provision to the Omnibus Parks Bill raising the minimum wage. Bob Dole (R-KS), who is against raising the minimum wage but does not want to go on record voting in opposition, was able to stop Kennedy's maneuvering. Meanwhile, the Republicans were able to muster enough signatures to force a cloture vote on cutting off the Bradley filibuster. Debate on the cloture vote started at 10:00am EST this morning. Bradley spent 25 minutes making (what was for him) an eloquent defense of Utah wild lands and emphasizing that this was the most important floor vote regarding Federal land management since the Alaska Lands Bill almost 20 years ago. Orin Hatch (R-UT) spent 10 minutes in an angry and apoplectic rebuttal: "The Senator from New Jersey has no right to tell the citizens of Utah how to manage their lands." "This bill has the support of all Utahns." "Most of these environmental extremists haven't even seen the land they're talking about. I've been all over it. Into the San Rafael, up the sides of the Black Box, ..." [paraphrased quotes] The vote followed. By this morning, both private nose counts and an article in the Washington Post suggested that we had the votes to block cloture. No one, however, expected us to win with an 8 vote margin. For now, we're back to the status quo with 3.2 million acres of protected wild lands (and 2.5 million acres more at risk). Jim Hansen will almost certainly try to move the delation bill on the House side, hoping that a conference committee will include it in final legislation. Hatch and Bennett may try to bring up their bill on its own or attach it to another piece of legislation.
