I checked the official Utah 1996 Proclamation, which is located on the "Fish 
Utah" homepage (http://www.42.com/fish/), and didn't see anything listed 
there.

You could check some of the other links to fishing pages off the FishUtah 
page, to see if someone else has reported something...
